NOTICE OF RACE

July 8 - 9, 2017

RULES

The regatta will be governed by “The Racing Rules of Sailing,” (RSS).
   Racing Rules will be modified as follows:

The preamble to Part 4 and rule 40 are changed so that competitors shall wear a US Coast Guard (USCG) approved personal flotation device (PFD) while on the water other than for brief periods while adding or removing clothing. The PFD shall depend 100% on foam for flotation.  No modifications of the PFD are permitted and it shall be the appropriate size for the sailor.
The protest committee may impose suitable penalties, other than disqualification, for violations of the Class Rules, or other non-Part 2 rules. This changes RRS 64.1(a).

Optimist Class Dinghy – BYOB in Green, Red, White and Blue Divisions
Doublehanded Dinghy -- BYOB Club 420, Spinnaker and Trapeze Division 
Doublehanded Dinghy -- BYOB Club 420, Non Spinnaker Division
 

ELIGIBILITY

Optimist Sailors: The Green, Red, Blue and White Division assignments will be based on the competitor’s age on the first day of the regatta July 8, 2017.
All competitors must be individual or family members of US Sailing at the time of this event.

 

REGISTRATION and ENTRY

Registration may only be made by completing the online forms at: www.fhyc.org
 The early entry fee is $65 per competitor, which includes: Regatta T-Shirt, Continental Breakfast Saturday and Sunday (July 8 & 9,) Snacks for on the water each day and post-racing cookout Saturday and Sunday.
Late entry fee of $75 after July 6 and leading up to Centrals.
Entry Fees are appreciated via online payment, but a check may be presented at the time of check in.
Competitors under 18 years of age shall present a signed and completed parent (or guardian) consent and declaration form at registration. The form is available on the event web site.
A completed entry is defined as all forms having been completed on-line and all appropriate entry forms having been received by the host club by 0830 Saturday July 8th.
Housing is not provided. Google search for lodging near zip 13064. Camping on the regatta site is limited, first-come first serve basis. Contact Regatta Chair below with any questions.

MEASUREMENT

Each boat shall comply with the equipment measurement rules of its class and may be inspected for compliance at any time during the regatta at the discretion of the Race Committee.

 
SAILING INSTRUCTIONS

The sailing instructions will be available at registration check-in.



VENUE

The regatta will be sailed on Little Sodus Bay; course locations will be supplied in the SI’s.

 

PENALTY SYSTEMS

Rules 44.1 and 44.2 will apply.
 

SCORING

The Low Point System of Appendix A will apply.
A maximum of 10 races are scheduled. Three (3) races are required to be completed to constitute a series.

(a) When fewer than five (5) races have been completed, a boat’s series score will be the total of her race scores.

(b) When five (5) or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

           

SUPPORT & SPECTATOR BOATS

 
Support & Spectator boats may sign-up at the venue for race days. None are supplied by the OA (Organizing Authority, FHYC).

 
COACHING

Coaches will be asked to register at the event and be briefed by the OA regarding coaching.  (Regatta Registration Table)
 

PERSONAL FLOATATION DEVICES (PFD) AND PERSONAL EQUIPMENT

Competitors shall wear a US Coast Guard (USCG) approved personal flotation device (PFD) while on the water other than for brief periods while adding or removing clothing. The PFD shall depend 100% on foam for flotation.  No modifications of the PFD are permitted and shall be the appropriate size for the sailor. The PFD must be worn outside of all clothing except that a thin shirt may be worn over the PFD to prevent snagging.  These will be checked at registration.
Electronic fluxgate compasses and GPS devices of all varieties, styles and combinations are prohibited aboard the boat during the regatta.

 
PROHIBITED SUBSTANCES

For Junior and Youth events or for junior or youth competitors no participant or competitor shall use, either on or off the water: marijuana or any other controlled substance (as defined in 21 U.S. Code 802) the possession of which is unlawful under 21 U.S. Code 841, or alcoholic beverages (distilled spirits, wine and beer, each as defined in chapter 51 of the U.S. Internal Revenue Code and intended for beverage use).
An alleged breach of this requirement shall not be grounds for a protest. However, when the protest committee believes that a competitor may have breached the above requirement, it shall follow the process described in the US Sailing Championships’ Code of Conduct.

 
CONDUCT OF COMPETITORS

All competitors are expected to maintain the highest levels of conduct throughout the entire event. Enforcement of discipline and conduct shall be conducted per rule 69.2(a) and the policies and procedures of US Sailing (Regulation 15.01)


MEDIA RIGHTS - By participating in this regatta, a competitor (or parent/guardian if under age 18) grants to the OA and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any photographs, motion pictures and live, taped or filmed television and other reproductions of him or her during the period of the competition without compensation.

PRIZES

Prizes will be awarded to the top 3 Finishers in each Opti Division
Prizes will be awarded to the top 3 Finishers in each 420 Division
Prizes will be awarded to the top 3 overall Finishers in Opti Fleet.


DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
